Is Team Fortress 2 one of the best free-to-play games out there? It really is. However, it suits other gamers more than others. There are a few aspects to determine if it's good or not.

Gameplay

Your standard mouse-and-click shooter. The 9 classes add more gameplay, and others have more advantages over an other. For example, a Scout can double-jump and can sprint pretty fast. However, it has low health and is vulnerable to falling off edges due to his speed. The many servers add so much more fun to it; with Payload, CTF, and the custom servers, lots is to be done.

Ambiance/Environment

There are many maps in the game, both custom and Valve-made. However, it sort of lacks the ambiance of a shooter, as its seen more as a non-serious arcade-y game than one to be taken seriously.

Servers

There are many servers to play in, and they all differ. Different maps, different settings, different sponsors. It's quite amazing, really.

Connection/Multiplayer

Connection is very slow and sometimes crashes your computer. New servers are hard to deal with, and bad connection could cause your computer to crash if joining a new server. Joining your normal server will work, however.

Multiplayer is either a bunch of mic-spammers, raging twelvies, or just a quiet chat.
